Arline J. (Hovland) Payne of Detroit Lakes, Minnesota, formerly of Fargo, North Dakota died on February 28, 2017 in Bismarck, North Dakota.

Arline, the daughter of Leonard and Louise (Huus) Hovland, was born January 2, 1932 in Northwood, North Dakota. She graduated from Northwood High School in 1949 and then attended Hofstra College, Hempstead, NY and NDAC (NDSU) in Fargo. She received her LTC Administration degree from Concordia College.

On July 11, 1953, Arline married Douglas Gordon Payne in Northwood, North Dakota. They lived in Great Falls, Montana, Bismarck, North Dakota and the Fargo-Moorhead area for the following 50 years.

Arline was active in church and community affairs. She served on the Board of Directors for Olivet Lutheran Church, was a Girl Scout leader, served on the Board of Directors for the YWCA and the Clara Barton PTA. She later worked at the Americana Healthcare Center as the office coordinator, marketing director and administrator from 1984 to 1996. During her years as administrator of Americana, she served in various positions as a member of the board of the North Dakota Long Term Care Association and the American Health Care Association.

She and Doug spent their winters in Florida on Hutchinson Island. After Doug died in 2001, Arline continued to winter in Florida. In 2003 she moved to Detroit Lake, Minnesota.

Arline is preceded in death by her husband; mother and father and her sister, Lorraine Johnson.
She is survived by her three children: Deborah Eklund (James), Paradise Valley, Arizona, Kimberlie Yineman, Bismarck, North Dakota, and Mark Payne (Liz), Detroit Lakes, Minnesota. She is also survived by six grandchildren: Samantha Yineman, Emily Payne, Kylie Yineman, Luke Payne, Jake Yineman and Anna Payne. Other survivors include two sisters and a brother, Mary Hanson, Harvey Hovland and Diane Jewell (Chuck) and many nieces and nephews.
